Heat rises. Being on upper floor makes your temperature higher. My basement is almost 10 degrees cooler than my main floor in a raised ranch. Maybe you need a larger air unit to handle the increased temperature.

Regarding your windows: You have two options. You can rip out your old windows and replace them with ones purchased at a store like Home Depot or Lowe's. Or you can use Replacement windows. Replacement windows cost more up front but because they go in over the old frame so you do not have the damage to the interior or exterior walls, so no patching or repainting. Also, buy and have them installed by a glass company. That way if a mistake is made in the measuring or installation you have some kind of guarantee. I know you are on a budget but either way can wind up costing about the same when all is said and done. Remember you get what you pay for. Shop around for prices. Call glass companies or private contractors. Why do you want to replace them? They may just need new rollers or mohair - easily done. If they are dual-glazed and fogged it may be better just to have the glass replaced. Not cheap, but cheaper and easier than new windows.

How old are your kids? I mean, if they are old enough to reach the window locks and unlock them, are not they old enough to understand "do not jump out the window?" Are your kids really the kind that will bee-line for the windows and start trying to climb out the second that they are left alone with them, really? Perhaps they should be given a bit more credit and you can relax a bit? What about having the screens replaced with fixed screens? Yeah, I know, you just had these installed, but it should be a reasonable expense to replace those few with ones that do not easily slide. Realize, though, that even fixed screens are not bolted to the windows... they are still easy to push out.

What is the most economical and energy-efficient way to winterize windows?
I agree that it is important to make sure the windows are sealed and properly weatherstripped. All windows regardless of age transfer a lot of heat. With some older windows and in older houses, the discomfort that a lot of people feel is actually air transfer moving through the windows. Sealing gaps (if you have new windows but the old weight cavities are still open, for instance) makes a big difference. Old doors also move a lot of air - you can seal these with felt stripping (the old fashioned way) or spring loaded weatherstripping, or self adhesive foam or rubber.Also, make sure your home is properly insulated and sealed. This means sealing outlet and light switch cavities, as well as ceiling lights (believe it or not, a lot of air transfer goes through these areas). Switches are insulated using very cheap foam rubber gaskets that simply fit behind the switch plate.You can make storm windows using plexiglas and lightweight wood frames to mount either on the inside of your windows (you can buy these too for more money - see sites like innerglass. com) or for the outside. During the summer you will of course have to store these
