The problem is your Power Supply Unit. Even with more efficient CPU's, more demanding video cards have been upping the power demands on systems' PSU's in terms of wattage. For major brand computers (you've got an HP), the standard PSU wattage is about 300 watts (actually less on some). I've actually seen 250 watts on some. On the Inspiron 530 (mine) it's 300 watts if the CPU is dual core, and 350 for quad core. The problem is that gaming cards raise system demands well over 400 watts. (Check the NewEgg site for "Power Supplies" - there should be a "wattage calculator" - for a quad-core system with a mainstream mobo and HDD, the 9800 GT brings up the power demand to 417 watts, and that "PCI cards, External devices, USB and Firewire devices, Cooling fans and other components may need more power."
