A driver found a hypodermic needle tied to the front bumper of his truck on Tuesday night after returning to the Yates Street parkade, said Navdeep Sidhu, the city's assistant director of parks, recreation and facilities.
A picture of the syringe was posted on Facebook to alert people.
Sidhu said the driver untied the needle and took it to a security guard, who alerted Victoria police. City staff was also notified.
Victoria police spokesman Const. Matt Rutherford said the department has opened a file and is communicating with the city about the incident.
There's no video surveillance that captures someone placing the syringe; Rutherford said anyone who witnessed something suspicious is asked to call Victoria police.
The city increased security checks after a syringe was found taped to the underside of a handrail at the Bastion Square parkade in April.
