Buy double faced tape, do one large X then smaller x's times four, and do the perimeter. Hopefully you have some kind of trim baseboard to hide the outer edges, since they will try to curl up a bit even with tape, over time. You can, should you really get into it, buy concrete nails that look like roofing nails, drive them into the concrete through tack strips, and stretch a jute backed carpet onto the strips (you can rent carpet stretchers), but i usually referred that kindof installation to the pros. They are better at the final cuts and making sure the carpet is stretched enough at first that it does not begin to pucker later. Never had good luck with glue on jute backing. And, would not use it on foam backing, as it will sort of dissolve the foam backing over time as you walk back and forth over the carpet
