personally i think you are asking too much. the wigs that you see online are professionally made, or so they say. getting a low price for the wig is probably out of the question. but you can use an alternative: 1. grow out your hair, dye and style your hair or get a professional to do it. 2.go to a dollar store or whatever and purchase a wig of any shade, however a lighter color like white or yellow would be better then say black. also purchase some hair dye and do pretty well the same thing as the first alternative. the quality of this might not be what you are hoping for but if your not even willing to spend more then 20 dollars on a cosplay wig, then you wont have much of a choice.
